    Applicants are welcome to submit a letter stating their interest to fill the vacancy of Budget Committee Position #3 including related background and experience.     The Jefferson County Planning Commission has scheduled two public hearings:
    Casefile 13-PA-01: Hearing to review an application to amend language and regulations in Section 317 (Crooked River Ranch Commercial Zone) of the Jefferson County Zoning Ordinance to address community needs for that area.
    Casefile 13-PA-02: Hearing to review amendments to the Jefferson County Comprehensive Plan as it relates to adoption of the Central Oregon (Crook, Deschutes and Jefferson Counties) Large Lot Industrial Land Need Analysis dated November 20, 2012.
    The hearings will be held on April 25, 2013, at 7:00 pm in the Juniper Room at the Crooked River Ranch Administration Building located at 5195 SW Clubhouse Rd, in Terrebonne, Oregon.
    A copy of all documents and evidence relating to this proposal and applicable criteria are available for inspection at no cost at the Jefferson County Community Development Department. Copies will be provided at a reasonable cost. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing, and will be provided at reasonable cost.

    Jefferson County, a Political Subdivision of Oregon in Jefferson County, intends to apply for Special Transportation Formula funds to maintain and/or improve passenger transportation. These funds, if approved, will finance capital purchases and operating expenses for transportation services to individuals who are elderly or disabled.

    The City of Madras ("City") is soliciting statements of qualifications for general engineering services to select a City Engineer of Record (EOR). The EOR will provide general engineering services as well as complete engineering projects for the City as needed.

   INVITATION TO BID
    Sealed bids will be accepted by Jeffrey Hurd, Public Works Director, at the Madras City Hall, 125 SW "E" Street, Madras, OR 97741, until 2:00 pm, Tuesday, April 30, 2013, at which time and place bidding will be closed, and the bids opened and read. All times shall be as shown on the City Recorder's Clock, located in the City Hall front office; no bids will be received after closing. In this Invitation to Bid ("ITB"), the City of Madras may sometimes be referred to as "City." Each bidder is required to submit a First-Tier Subcontractor Disclosure Form, as required by ORS 279C.370, in a separate envelope within two (2) hours of the bid closing time. The City will reject a bid if the bidder fails to submit the required disclosure form by this deadline.
    The work includes, but is not limited to, Demolition and removal of the existing old City Hall and Police Station building, planter strips, pavement and utilities at 71 SE "D" Street, Madras, Oregon; placement of fill dirt and seeding. Work to be executed will consist of building demolition, including removal of subsurface utilities back to the property lines, removal of foundations and other sub-grade structures as may be encountered (i.e. possible underground storage tank), and rough grading in conformance with the conceptual site plan attached as Exhibit "C". Included with the work are all excavation spoils disposal, backfill, and street and landscaping restoration. Work shall be substantially completed within 90 days from written Notice to Proceed from the City. Work is not anticipated to begin until July 1, 2013
    The bid proposal ("Bid) shall be submitted in a sealed envelope and marked: Bid for Demolition of the Old Madras City Hall and Police Station.

The Contractor is responsible for all addenda/changes to the documents and will be considered non-responsive if the Contractor's bid does not reflect those addenda/changes.

    There will be a mandatory pre-bid conference on Tuesday April 9, 2013, 1:00 p.m. at old City Hall and Police Station at 71 SE "D" Street, Madras. Statements made by the City's representatives at the conference are not binding upon the City unless confirmed by written addendum.
    Each bid must contain a certification declaring the bidder's residency status, as defined in ORS 279A.120. In determining the lowest responsive Bid, the City shall, in accordance with OAR 137-046-0310, add a percentage increase to the Bid of a nonresident bidder equal to the percentage, if any, of the preference given to the bidder in the state in which the bidder resides.
    The successful bidder must comply with the Oregon Public Contracting Code (ORS ch. 279A, 279B and 279C) and the City's public contracting rules, as all are amended from time to time, in the performance of the work.
    The project is a public works project subject to the state prevailing wage rates under ORS 279C.800 to 279C.870, the federal prevailing wage rates under the Davis Bacon Act (40 U.S.C. 3141 et seq.), or both. No bid will be received or considered unless the bid contains a statement that the bidder will comply with ORS 279C.838, 279C.840 or 40 U.S.C. 3141 to 3148, as applicable. The wage rates will also be included in the Contract Specifications.
    The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder's responsibility under ORS 279C.375(3)(b), and may reject for good cause all bids upon a finding of the City that it is in the public interest to do so.
    No bid shall be received or considered unless the bidder is licensed by the Construction Contractors Board, or licensed by the State Landscape Contractors Board, as applicable, as required by ORS 671.530. This work will require a licensed asbestos abatement contractor.
