Cogen admits to affair with county employee


Multnomah County Chair Jeff Cogen admitted to an extramarital affair with a female county employee in an email to all county workers Tuesday evening.

"I am writing to you this evening to let you know that I have made a mistake in my role as Chair. I was involved in an inappropriate relationship with a county employee," Cogen wrote.

"My personal actions have caused my family grief and tarnished the great work that you all do. I sincerely apologize for that. I take full responsibility for my actions. No one – not my family and certainly not any of Multnomah County’s great employees – deserves this kind of behavior," the email continued.

According to public and broadcast reports, Cogen says he has no plans to resign. The employee is identified as Sonia Manhas, policy and planning director in the Multnomah County Health Department.
