Hales taps former state manager for interim city post
Portland Mayor Charlie Hales has plucked former state manager Fred Miller out of retirement to be the interim replacement for ousted chief administrative officer Jack Graham.
Miller, 71, is a former top manager in state government and later was an executive vice president at Portland General Electric.
During a long career in state government, Miller led the Oregon Executive Department, as well as the state departments of transportation and energy.
He will not be a candidate for Grahams job as permanent head of the city Office of Management and Finance. There is no city manager position in City Hall, but the job Miller will fill is the closest thing to one.
The Oregon Executive Department, now known as the Department of Administrative Services, is roughly equivalent to OMF director for Portland, Hales said. Its the department that lets all the other departments function at their best.
Hales will conduct a national search for a permanent replacement for Graham, who agreed to continue serving until early next year.
