Driver arrested for DUI after Sandy pedestrian dies
A 41-year-old Sandy man died Saturday morning after being struck by a vehicle late Friday night.
Sandy police said Michael Topliff died at Legacy Emanuel Medical Center hours after he was hit by a vehicle on Beers Avenue at Hood Street in Sandy.
The driver of the vehicle that hit Topliff fled, but returned on foot and turned himself in to police officers. Philip Krogstad, 32, of Sandy, failed field sobriety tests at the scene and was arrested for driving while intoxicated.
Krogstad was lodged at the Clackamas County Jail on charges of driving while intoxicated and third-degree assault. His bail is set at $32,500.
Krogstad's vehicle, a blue 1999 Ford Mustang, was found in the parking lot of his apartment complex a block from the crash. It was impounded and will be processed for evidence.
The Clackamas County Sheriff's Office Criminal Reconstruction and Forensic Team responded to assist in the investigation.
