Council to receive terrorism report

Portland police cooperated with the FBI's Joint Terrorism Task Force on at least one terrorism investigation which involved suspected criminal activity in 2013.

That is about the only information on the activities of the Portland Police Bureau and the JTTF regarding terrorism investigations last year in the annual report to be presented to the City Council on Wednesday.

The report says information was provided to the JTTF by the bureau's Criminal Investigation Unit. It did not reveal the outcome of the investigation.

The annual report is required by the 2011 resolution approved by the council that reauthorized the police bureau's cooperation with FBI terrorism investigation.

The council had terminated such cooperation in 2005 over concerns the task force was investigating people because of their national original or political and religious beliefs in violation of state law. The council reauthorized the cooperation after the FBI arrested Mohamed Mohamud for plotting to detonate a bomb during the annual Christmas Tree Lighting Ceremony on Pioneer Courthouse Square in a sting operation in 2010.

At the time, the FBI assured the council Portland police would only be involved in investigations that complied with state law. The council required the annual report to help keep track of the work performed by the police bureau.

Police watchdog organizations have criticized the reports for a lack of detailed information.

Mohamud was convicted of one count of attempting to use a weapon of mass destruction in 2013 and is awaiting sentencing.
