Police say 20-year-old Alex Dotter held three adults and a child against their will at Scappoose home

A 20-year-old was arrested last Thursday, June 8, after investigators say he kidnapped his parents, child and ex-girlfriend and held them at a Scappoose home utnil they were able to escape and call for help. Alex Dotter

Alex Dotter, 20, was found sitting in the driver's seat of a car in the 33000 block of Santosh Street in Scappoose just before 1 p.m. last Thursday. Police were called on a report of an unwanted subject at the residence and found Dotter in the vehicle in front of the home, according to Scappoose Police Department report.

During an investigation, officers made contact with a disabled woman who had been kidnapped around 9 p.m. the evening prior, from a home in the 51000 block of Southeast 6th Street in Scappoose.

She and a young child she has with Dotter, along with along Dotter's parents, were all kept against their will at the 6th Street location until Dotter fell asleep. While he was asleep, two of the victims were able to sneak away back to the Santosh Street address, where they called 911.

Police said Dotter did not have weapons on him during the incident. He has had other charges of domestic abuse involving family members. Scappoose Police Chief Norm Miller said Dotter has court orders not to be around certain family members.

Dotter was arrested and charged with four counts of kidnapping, two counts of harassment, menacing, and probation violation.
