by: MARION COUNTY CORRECTIONAL FACILITY - Gerardo Ortiz Campos.A man has been arrested in connection with a shooting that occurred Sunday afternoon on Highway 211 in Woodburn, near Safeway.

According to local police, Gerardo Ortiz Campos, 26, was in the back of a black Chevrolet Tahoe and was reportedly firing a handgun out of the window as the vehicle drove along 211. Woodburn Communications Coordinator Jason Horton said that, when Ortiz Campos attempted to unload the weapon, it fired, passing through a seat and striking a 24-year-old male passenger from behind.

Horton said the vehicle pulled into the Safeway parking lot, where another passenger called police.

“When police arrived at the scene, they saw the victim lying on the ground with a gunshot wound in his lower back,” he said.

The victim was treated at Safeway by Woodburn Fire Department emergency medical personnel and was later transported to a Portland hospital via Life Flight helicopter.

Horton said Monday morning that he was unaware of the victim’s condition.

Ortiz Campos was arrested at the scene and charged with assault in the third degree, a class C felony defined under Oregon law as “recklessly caus(ing) serious physical injury to another by means of a deadly or dangerous weapon.”

He was lodged at the Marion County Correctional Facility, and according to jail records, he was released just before 4 a.m. Monday morning on his own recognizance.

It is currently unclear why Ortiz Campos was firing the handgun, which police recovered, out of a moving vehicle.

“I don’t know why he was shooting, but alcohol was involved,” Horton said.

Though some media reports characterized the incident as an “accidental” shooting, that view was not shared by Woodburn police.

“We would classify it as negligence,” Horton said.
