Wilsonville receives Metro grant

$341,000 to be used to plan Frog Pond, Advance Road areas

The city of Wilsonville received some welcome news recently in the form of a $341,000 community planning and development grant from Metro.

The city plans to use the grant to hire consulting staff to help with concept planning of the future Frog Pond and Advance Road residential areas on the east side of Wilsonville.

The city will match the grant with $117,500 from its own coffers.

Metro awarded a total of $4.2 million of community development grants this year. The results were announced at the Metro Council’s Aug. 15 meeting.

“We just received word from Metro that we did receive the grant to do the master planning,” Wilsonville City Manager Bryan Cosgrove told the city council at its Aug. 5 meeting, noting at the time that this news came from Metro staff in advance of the final Metro Council vote.

Nonetheless, the city is pleased to be able to push forward with not only the concept planning, but also a more detailed master plan for the Frog Pond area.

“That is big news,” Cosgrove said.

Metro’s community development grants are funded by a regional construction excise tax.

The city now will be able to quickly move to hire a consultant to begin concept planning for both areas, which are roughly envisioned to be the home of several thousand residential units in the coming decades.

In general terms, the concept planning will help resolve land use and infrastructure issues needed for continued urbanization. The Frog Pond master plan would then further detail the land use policies to be applied upon annexation into the city. It would also include a financing plan for providing needed sewer infrastructure.

The Frog Pond planning area runs roughly from Southwest Boeckman Road in the south to the Kahle Road right of way in the north, and from Boeckman Creek in the west to Stafford Road in the east.

The Advance Road area starts at Stafford Road on its western edge and extends to Newland Creek in the east, and from Kahle Road in the north down to Kruse Road in the south.

Wilsonville’s last residential addition to its urban growth boundary was done in 2002 and was adjacent to the Frog Pond area. Combined, the planned Frog Pond and Advance Road areas total 497 acres. But only the former is inside Metro’s current urban growth boundary, which was last expanded in 2011.

At that time, city officials lobbied hard for the inclusion of the Advance Road area but were rebuffed. The Frog Pond area, by contrast, already is a declared urban reserve, a designation the Advance Road area will need before development may occur.
