Applicant appeals DRB rejection of drive-thru kiosk

The city council will hear an appeal from a Wilsonville developer who was recently denied permission to construct a drive-thru coffee stand in north Wilsonville.

After discussion on Jan. 10 and Feb. 13, the Wilsonville Development Review Board Panel A rejected a proposal to build a Human Bean Coffee Kiosk at the corner of Southwest 95th Avenue and Boones Ferry Road. The decision was based upon on-site traffic congestion as well as the safety and efficiency of pedestrian and vehicle circulation, including larger delivery trucks.

Applicant Josh Veentjer and Wilsonville Devco LLC appealed the decision less than a week later. On March 3, the city council voted 4-0, with Mayor Tim Knapp absent, to allow a public hearing of the appeal at the council’s upcoming March 17 meeting.

The March 17 hearing will be limited to discussion of the issues set forth by the DRB in its denial of the original application. The council also approved time limits for testimony at the hearing. The appellant will be allowed 20 minutes for a presentation, while another 20 minutes will be given for objections to the appeal.

“I think it should give the parities sufficient time to plan for 20 minutes and then go from there,” said Councilor Scott Starr.

The proposed coffee stand is modeled after similar locations in Canby and other communities. It was to be built on the site of a relatively new north Wilsonville commercial development containing a Carl’s Jr. restaurant and sitting adjacent to the Chevron service station and Wilsonville Holiday Inn off Southwest 95th Avenue. But DRB members expressed significant concerns about the traffic impact of the drive-thru stand on an already crowded piece of property.
