Advance Road property closer to UGB decision

Next public hearing is in September


The West Linn-Wilsonville School District’s application to bring 40 acres into the Metro regional government’s urban growth boundary (UGB) met with little opposition at a public hearing held in Wilsonville on June 27.

The district-owned site, located on the east side of Wilsonville and known as the Advance Road property, eventually could be the home of a new middle school, primary school and city park once the property is within the UGB.

“The public hearing before the hearings officer, Andrew Stamp, was the first step in the process,” Metro liaison Tim O’Brien said.

Stamp left the record open until July 14 to allow additional submissions from the district and from citizens who testified at the hearing, with a final argument from the district due by July 25. The hearings officer will provide his recommendation to the Metro Council within 14 days of July 25, and in September Metro will hold a public hearing on the officer’s recommendation. Only those who previously testified in writing or in person before the hearings officer will be allowed to participate in the Metro Council hearing.

At the June 27 hearing, three citizens provided testimony, O’Brien said: “Two were concerned about impacts to their nearby residences but not necessarily for or against the petition. One citizen was against the petition, based on compatibility issues and the belief that the school use could be accommodated on school-owned land already in the UGB.”

The city of Wilsonville provided testimony in support of the school district’s petition. If the Advance Road property is admitted to the UGB, Wilsonville will receive a 10-acre parcel as a result of an intergovernmental agreement and will use the land to construct a park.

Tim Woodley, director of operations for the school district, said the district plans to submit additional testimony that will reflect public testimony and comments from the hearings officer.
