The quickly-rising east Portland skyline has two newly proposed developments, both currently in the thick of the City’s design review process.

One is a mid-century hotel with plans to expand, is set between between two iconic eateries.

Mid-century to 21st century

JULES ROGERS - The Jupiter Hotel has proposed an six-floor expansion on the lot next door, where the closed Boogie's Burgers and Brew still sits, slated for demolition.

The Jupiter Hotel — located along East Burnside in the Buckman neighborhood, adjacent to the Doug Fir Lounge and Le Pigeon — intends to add a new six-story building with 67 rooms.

Near the end of March, designers from Works Partnership Architecture brought the Jupiter Hotel’s expansion proposal to the City of Portland’s Design Commission, who requested a couple of modifications.

WPA declined to comment to the Business Tribune this early in the process.

Staci Monroe, the Portland city planner working with the Jupiter Hotel’s expansion, said the city staff recommended minor changes.

“The (Design) Commission was not supportive of the layered asphalt composition shingle proposed by the applicant ... other minor changes recommended by staff will also be incorporated,” Monroe said. “The Jupiter Hotel project was continued to the hearing on April 21 in order for the applicant to propose an alternative exterior cladding material.”

The city said a small, metal shingle instead of the asphalt would elevate and reinforce the quality of the design. Since the city requested external design modifications, the proposal is scheduled to go back to the Design Commission on April 21.

The proposal includes a restaurant, retail space and hotel lobby on the ground floor, a large event space and outdoor deck on the second floor and nearly 70 hotel rooms on the upper four floors.

The expansion adds a quarter of a block to the hotel’s footprint, including an 8,800 square foot, mostly vacant lot where a small, failed burger joint is set for demolition.

Boogie’s Burgers & Brew used to have picnic tables in its large outdoor eating area, but closed on Sept 1, 2015 after three years in business.

The lot is directly across Ninth Avenue from the current Jupiter Hotel, which was originally built in the 1960s as a motor inn and renovated in 2004 with an addition of three event spaces. The hotel is known around Portland for hosting live music and being a trendy hangout.

Meanwhile, one block West, architects also have their eye on the lot on the other side of Le Pigeon.

Polyphon Architecture & Design proposed an 11-story mixed-use building with ground floor retail space and an arcade, offices and residential units at 710 East Burnside.

Schuyler Smith, principal with Polyphon, took the proposal to the City’s Design Commission in January, requesting design advice.

“The City had some issues with the parking and how it was expressed on the building, and also some of the arcading issues,” Smith said. “So, we are looking at the design again and going back in maybe a month or so in front of the review board.”

In Smith’s original proposal, there was a multi-level parking structure, a two-story arcade on the lower levels along with office space and a roof deck. There were also options for levels of encroachment reaching all the way out to the street, with pedestrians walking beneath the upper floors of the building.

“They were really against having above-ground parking, so we’re trying to balance potentially going below ground with the cost,” Smith said. “It really depends on design review and how the City feels about the next generation of design.”

Currently, proposed materials include brick, cast-in-place concrete, metal spandrel panels, glass railing, wood soffits and a wood storefront system at the retail level along Burnside.

The proposed lot at 7th and Burnside is mostly empty, but still occupied by the 100-year-old Farm Cafe building, a restaurant which closed at the end of 2015. The historic cafe might be deconstructed or possibly moved to another location, according to Smith.

The arcade building doesn’t yet have a scheduled date to go back to the Design Commission, but the Jupiter Hotel expansion team will show them an updated design later this month.
