Developer unveils plans for assisted living, retail complex and hotel
After never having a place for out-of-town guests to stay, Sherwood is on the verge of having two hotels locate within city limits.
And they would be within a mile of one another.
About 25 people packed into a meeting room at the Sherwood Center for the Arts Sept. 12 to hear plans to build a three-story, 144,000-square-foot assisted living facility along with an adjacent three-story hotel in an area off of Highway 99W at Edy Road.
A Deacon Development Group representative told attendees that the planned project would also include restaurants, a fitness facility, a bank/credit union and an urgent care facility. The project would be south and west of the current Providence Medical Group facility.
Ryan Schera, a real estate development manager for Deacon, said the planned projects would be built in part, on a former mobile home park.
Schera said Rembold Properties of Portland plans to build the assisted living facility in back of Providence Medical Group building where it would also butt up to Edy Road and Madeira Terrace.
Kali Bader, vice president for Rembold, said a 135-unit assisted care living facility, consisting of 107 assisted care units and 28 memory care units, would be constructed.
Our goal is to start construction in June of next year, said Bader.
Rembold also developed the recently completed assisted living facility, The Ackerly at Timberland, off of Barnes Road, as well as Russellville Park on Southeast 103rd Avenue in Portland.
Both of those facilities are run by LeisureCare, the company that would also run the planned Sherwood assisted living facility, said Bader.
An assisted living facility would require a conditional-use permit.
Meanwhile, Schera said among possible tenants for Deacon Development Groups retail space, which would be accessed off of Highway 99W through a new turning lane, would be a casual family, brew-pub-type restaurant similar to the Ram Restaurant and Brewery. However, he said it was not a Ram facility.
Schera said names of the restaurants would be announced in three to four months with plans to start construction on the project this summer. (See accompanying diagram.)
He also said while there has been an organic grocery store looking to locate in the Sherwood area, that probably wouldnt happen for at least five years.
Concerns expressed by some neighbors and residents in attendance included increased traffic congestion, impact to neighborhoods off of Edy Road/Madeira Terrace and whether an 80-room hotel would be compatible so close to a residential area.
With this, were proposing a signal at Edy and Borchers (Drive), said Schera. He said a signal would relieve the cue-up along Borchers as motorists try to turn left onto Edy in an attempt to make it through the Highway 99W signal.
However, one Edy Road/Madeira Terrace-area resident said he didnt feel a hotel was justified for the site.
I think a hotel going in there is a bad idea, he said. Motels are a transient thing.
But Schera said the plan was to build a hotel owned by the Hilton Hotel and Resort chain, possibly a Hampton Inn. In addition to Hampton Inns, Hilton owns Embassy Suite Hotels, Double Tree and Hilton Garden Inns.
This is going to be a nice development, said Schera. This is not going to be a Motel 6.
He noted that both hotels and senior living facilities are low-trip vehicle generators.
Although an initial notice mentioned a hotel was one of two possible options for the Deacon project, Schera said it is now definitely part of the plan.
Theres not a lot of hotel options between Tigard and the Allison Inn, said Schera, referring to The Allison Inn & Spa, a luxury Newberg hotel nestled in wine country.
Construction of a Hampton Inn raised eyebrows at the meeting as well since only the week before another developer announced plans to build a four-story Hampton Inn just down the road on the corner of Highway 99W and Meineke Road.
On Sept. 7, SRI Santram, LLC, held a neighborhood meeting at the Sherwood Senior Center, unveiling plans for a hotel at 21907 S.W. Alexander Lane.
Dan Salvey, a project manager with Hill Architects, estimated about 40 people attended the meeting regarding plans to build a 72-room hotel built on two lots to the south of Generations Bar and Grill.
Land-use documents were sent to the city on Sept. 19 and if approved, hopes would be to begin construction this spring.
Salvey said he doesnt think the potential hotel proposal by Deacon Development would be an issue since Sherwood currently has no motels or hotels.
Deacon's Schera agreed that the city could support having two hotels that close. Schera said plans are to soon submit the Deacon Development site plan review to the city of Sherwood. Holding neighborhood meetings are precursors required by the city before developers can formally submit plans for a site.
