The first floor, which will feature a lobby area and retail spaces, will be recessed to create a wide sidewalk area for pedestrians. The second floor will contain Portland State University's Graduate School of Education, with faculty and dean offices on the fourth floor. Portland Community College will use the third floor for its dental programs and an associated clinic. A public health school, co-operated by PSU and Oregon Health & Science University, will be located on the fifth and sixth floors. The city of Portland's Bureau of Planning and Sustainability will occupy the top floor. The project is slated for completion in 2020.
