Single-family homes and apartments are in various stages of development throughout city.

Developers have submitted an application for a 48-unit apartment complex on Columbia River Highway, across the highway from Scappoose High School.

The property had been owned by the Mikesh family for decades but was sold to a Tigard-based real estate investment company in 2021.

This month, Scappoose planning staff will hold a pre-application meeting with developers proposing a 12-unit apartment complex. That complex would be located northeast of Southeast Third Street and Olive Street.

In August, planning staff held a pre-application meeting with developers interested in building 36 single-family homes south of Southwest J.P. West Road and west of Southwest Keys Road.

The almost 9-acre property was owned by former Scappoose mayor and county clerk Betty Huser prior to her death in 2021.

Some critics of the Buxton Ranch development, which has been proposed half a mile down J.P West Road, cited the Huser property proposal as an additional concern, given that the two developments would mean a drastic increase in traffic on the road into central Scappoose.

Neither the developers proposing the 12-unit apartment complex nor the 36-home development have submitted formal applications yet.

Scappoose community development director Laurie Oliver Joseph declined to estimate how often pre-application conferences lead to formal applications. Market conditions can also impact how many proposed developments come to fruition.

Oregon's housing market is cooling slightly, experts say, but it's still competitive for buyers. Nationally, average mortgage interest rates have doubled in the past year, pricing more would-be homeowners out of the market.

Among construction projects that are already underway, a two-story eight-plex on Southwest Maple Street, north of Scappoose Middle School, is nearing completion.

Construction is expected to begin soon on an eight-lot subdivision on Northeast Kale Street, according to Oliver Joseph. The 1-acre property, owned by OHM Equity Partners, was divided into eight lots in the manufactured housing zoned district.

A nine-lot subdivision at Southeast Sixth Court and Elm Street has been in the works but is on hold. The developer finished road and utility improvements in September but did not file permit applications for the buildings as was expected. Creekwood Homes, a North Plains-based home builder, owns the properties and did not respond to a request for information about their plans.
