UPDATE: Hearing planned for Thursday, continued until July 16 to allow applicant time to respond to required conditions to build the station and conveinence store.

The hearing was continued so the applicant can respond to conditions set forth by the county staff related to building the station.

At issue is the construction of a Chevron service station with six fueling stations (containing 12 gas pumps) and an accompanying two-story 6,728-square-foot convenience grocery store on the southeast corner of 185th Avenue and West Union Road.COURTESY MAP: WASHINGTON COUNTY LAND USE & TRANSPORTATION - A hearing that was planned for May 21 for a planned gas station and accompanying convenience store on the southeast corner of West Union Road and 185th Avenue has been continued until at a site formally occupied by the Mad Greek Deli.

The project is being proposed by West Union & 185th Food Market Inc. out of Lake Oswego, represented by 3J Consulting Inc. of Beaverton.

Tom Harry, principal planner with the Washington County Department of Land Use & Transportation, said since the proposed location is in a neighborhood commercial district zone, the size of the store is limited to 5,000 square feet. As a result, staff will be asking for a reduction in the size of the store, Harry said in an email.

Harry said a wetlands area, which is at least 10 feet south of the property line, would not extend onto the gas station/convenience store property.

"The pumps will be located (about) 30 feet north of the site's southern property line," Harry wrote. "Therefore, the pumps will be at least about 40 feet from the wetlands."

The applicant will have to receive perission from the Oregon department of State Lands and the U.S. Army Corps of Engineers for any work in sensitive areas at the site.

The development encompasses 1.21 acres of property on two tax lots. Two structures -- a single family home and a separate storage shed/garage -- which extend along the property, are expected to be removed from the site as well.

Access to the station will be through a right-hand-turn-only entrance-only into the facility along eastbound West Union Road as well an entrance/exit further east, which will line up with the traffic signal that leads in and out of the West Union Village shopping complex, anchored by an Albertson's store.

While the former Mad Greek Deli generated 438 average daily trips on weekdays, "the proposed development will have a net increase in 6,465 additional trips," according to a staff report. Those trips would equal to those generated by traffic in a 685-lot single-family home subdivision. Because ot that, the county is recommending that 710 feet of half-street improvements be made.

The Mad Greek Deli, a longtime iconic feature of the Bethany area, shuttered its doors in January 2015 and was demolished in November 2018.

The hearings officer's decision in the proposal is final and any appeal would need to go before the Oregon Land Use Board of Appeals.
