A grand jury issued a secret indictment for Stephen Poon, 41, on Friday, Sept. 4. He was arraigned Tuesday, Sept. 8, according to court records.

Poon is charged with four counts of using a child in a display of sexually explicit conduct, three counts of prostitution, three counts of encouraging child sexual abuse in the first degree, and four counts of sexual abuse in the second degree.

According to the indictment, the alleged crimes were committed in Washington County between July 28, 2018, and July 29 of this year.

Poon is an artist who maintained at least two booths at the Saturday Market in Portland over the past decade, according to the Beaverton Police Department.

Police said he met his 8-year-old victim at the market and then abused her over a period of time.

The child pornography and prostitution charges for which Poon is facing prosecution are considered Measure 11 crimes in Oregon, meaning they carry a mandatory minimum sentence. If convicted, Poon would face a prison sentence of at least five years and 10 months for each of those charges and would not be eligible for early release or parole.
