The South Cooper Mountain and Aloha areas are getting special attention when it comes to new home development.

Have you noticed the construction fences popping up around Beaverton?

A list of new subdivisions and apartment complexes are on their way to becoming reality, some within sight of major thoroughfares. Three affordable housing developments are well on their way to occupancy — two in South Cooper Mountain and one in Aloha — and smaller subdivisions are working on permits from Washington County.

The larger affordable apartment projects have received a leg up in funding through money set aside by the Beaverton and the Metro affordable housing bond as the city looks to address high housing costs and rapid expansion in the area.

Three major construction sites are well on their way to reducing some of the housing needs in the Portland metro area, and other subdivisions might be popping up in your neighborhood.

South Cooper Mountain

Nonprofits and developers versed in creating affordable developments have had their foot on the gas in developing the South Cooper Mountain area.

The area is littered with for-sale and for-rent signs in front of brand-new subdivisions, and more are on the way.

Over the coming months, this dirt will be transformed into 75 rental units, dubbed the Goldcrest Apartments.

BRIDGE Housing, a San Francisco-based nonprofit workforce and affordable housing developer, broke ground earlier this month on the Goldcrest Apartments at Southwest 172nd Terrace and Goldcrest Lane, visible from Southwest 175th Avenue.

The units will be set aside for families earning 30% to 60% of the area median income, or about $31,950 to $63,900 for a family of four, according to BRIDGE Housing.

The complex is expected to be completed in late spring 2024.

Currently called the Main Street Project, Wishcamper Development Partners will create three buildings with 164 affordable housing units, 80 of which will be specifically for seniors.

These units also will be designated for families earning 30% to 70% of the area median income.

Residents are expected to begin moving in around September 2024.

In a second phase on what's called the Blackbird Farms development on the west side of a 9-acre lot, 145 more units are planned.

In May, the Beaverton City Council set aside nearly $10 million, most from the Metro affordable housing bond, to help fund the affordable apartments.

The South Cooper Mountain area has seen a windfall of new development in recent years.

The area was officially brought into city limits in 2013 with the intent for long-term development in transit, natural resource protection and housing needs, according to Beaverton's South Cooper Mountain community plan.

In a more residential area of South Cooper Mountain, a developer is in the process of applying for a 19-lot subdivision called the Northridge Commons at 7385 S.W. 189th Ave., according to Washington County planning documents. A public notice for the preliminary review has been sent to residents in the area and is open until Dec. 7.

The complex, visible from Southwest Tualatin Valley Highway, already is framed and enclosed with what soon will become the finished exterior walls.

It is scheduled to be completed next fall and will be open to families earning 30% to 60% of the area median income.

The new apartments have been paid for through a list of public funds, including over $10.2 million from Metro regional affordable housing bonds and nearly $2.9 million from Oregon Housing and Community Services, according to an Oregon Bureau of Labor and Industries report.

Another seven-lot subdivision at 4380 S.W. 175th Ave. and a four-lot subdivision near the Intel campus in Aloha, along Blanton Street, also are working through the planning process.

With these projects in the works and others newly completed around the Beaverton area, the city is well on its way to meeting its goal of 4,672 new rental units by 2036, or about 234 per year, according to Metro's local housing strategy. Over half of them, 2,663, need to be affordable housing.

With over $31.1 million of the Metro affordable housing bond going to the city of Beaverton, Metro's goal is that the city supports at least 218 affordable housing units across the city, a number that will be greatly surpassed once these apartments are open for residents.

The Metro affordable housing bond was passed by voters in 2018 and aimed to increase the amount of regulated affordable housing across the Portland metro area.
