County looking at regulating short-term vacation rentals
Clackamas County is considering whether to regulate the growing number of Clackamas County residents in unincorporated county areas considering renting out their homes for short-term or vacation rentals.
These short-term or vacation rentals typically are furnished homes, apartments or condos rented for shorter stays of 30 days or less, on a nightly or weekly basis, such as through AirBNB and other rental properties.
County staff wants to receive public input about possible regulations regarding the type of residence to be used for a short term rental and in what areas of the county they would be found. They also are looking at a number of factors included in the rental, such as garbage collection, off-street parking, maximum days allowed to rent per year, noise requirements, maximum number of occupants as well as building and fire safety features including smoke detectors and fire extinguishers.
There will be seven public forums held in May and early June for residents to attend. These meetings are open to all and typically hosted by a Community Planning Organization or Hamlet. Others can learn more about or pose comments regarding the issue at www.clackamas.us/planning/str.
"While short-term/vacation rentals are an increasingly popular way for people to find a place to stay and an addition source of income for homeowners, they also can cause trash, noise, parking and other problems for neighbors," said the county's Planning Director Jennifer Hughes.
She considers this a good time to consider new regulations for this form of land use.
"There can also be serious safety consideration, such as access for emergency vehicles and fire code compliance," she added.
Answers to questions regarding taxes and whether this will also affect cities like Canby and Molalla were not answered by the county staff.
