A draft master plan and landscaping plan intended to visually screen the Kellogg Wastewater Treatment Plant and better integrate the plant with nearby neighborhoods and Riverfront Park will be on display from 6 to 7:30 p.m. Wednesday, June 25, at the Milwaukie Grange, 2015 S.E. 22nd St.

The aim of the open house, where the Kellogg Good Neighbor Committee and design consultants, PLACE Studio, will give a presentation and lead a facilitated discussion at 6:30 p.m., is to give the public a chance to provide input on the draft master plan before the screen planting begins this fall.

Plans were drafted with direction from the Good Neighbor Committee, a citizens group made up of Milwaukie Neighborhood Association and downtown business representatives that’s been meeting for more than a year to work on ways to better integrate the plant into the community. The plant, located just south of Riverfront Park on the Willamette River, is periodically the source of odor complaints. The Kellogg Good Neighbor Committee continues to study infrastructure options to reduce or mitigate odors emanating from treatment operations.

The Good Neighbor Fund was established in 2012 as result of an intergovernmental agreement between Milwaukie and Clackamas County that directs $1 from every household’s wastewater bill to the Good Neighbor Fund. The fund will collect about $132,000 per year for the next 25 years instead of going to the service district.

The Good Neighbor Committee studies and recommends uses for the funds. In March 2013, the Good Neighbor Committee voted to dedicate $1 million from the fund as the match for the Oregon Marine Board grant for Phase II construction of Milwaukie Riverfront Park. This match was approved by the city and county and will use up to 80 percent of the fund to support the Phase II Riverfront Park construction through the end of 2014.

In January, Milwaukie City Council approved $150,000 from the Kellogg Good Neighbor Fund to finance these landscaping and master-plan efforts.
