Justin Carl Phelps arrested twice in one year, following incident in Barnes & Noble.

Justin Carl Phelps, 39, of Clackamas, has been arrested again on harassment charges after he allegedly followed a woman around the Happy Valley Library around 4 p.m. on Saturday, Aug. 3, and then allegedly groped her.

"He reportedly inappropriately touched the woman, followed her to her car, and then continued to follow her in his own vehicle after she drove away," police say, noting that the woman took a photo of the man who groped her during the incident.

Phelps is already charged with harrasment for touching a woman on the buttock inside a Barnes & Noble bookstore on April 13. That case is still proceeding through the court system without a verdict.

While the cases do not involve the same victims, Phelps was arrested on Aug. 7 while visiting the Clackamas County courthouse for his other criminal case.

Police say Phelps drives a gold two-door Acura sedan with a Crater Lake license plate. Police believe there may be more victims out there, and are asking anyone with information to come forward.
