Milwaukie officials adopted plans in 2015 intended to strengthen Monroe Street's "neighborhood" character, from Southeast 21st Avenue in downtown Milwaukie to Linwood Avenue at the city's eastern boundary. Partial vehicle diverters at Highway 224 and Linwood Avenue are proposed as part of the design. Double-yellow centerlines are being replaced with bicycle pavement markings to encourage bikers to ride near the middle of the street, away from the "door zone" of parked cars.

Apartment construction is set to begin in October and is expected to conclude n April 2023. The project will obtain the nationally recognized Green Globes certification.

Residents will be able to choose from studio, one-, two-, and three-bedroom apartments, as well as live/work units, ranging from 495 to 1,198 square feet. The project will include vinyl plank flooring, quartz countertops, tile backsplash, stainless steel appliances, and an in-unit washer and dryer.

Across 7.2 acres, five residential buildings will be constructed with multiple garage and bike storage units, and a clubhouse with kitchen, lounge, an elevator-served conference room, fitness center and yoga studio. The community will also include an outdoor plaza with BBQ and picnic area, pool and spa, dog park and playground.

Axletree, a similar, Guardian-developed project located 0.6 miles west, in November 2019 became the first new multifamily development in downtown Milwaukie in over a decade.

Guardian Management President Tom Brenneke said, "This is an extraordinary opportunity to bring much needed housing to Milwaukie. With the increased interest in suburban living, there is strong demand for best-in-submarket apartment communities."

Ann Ober, Milwaukie city manager, said the city's elected officials have been dedicated to the development of housing through their housing affordability goal for the past five years "We are excited about these units coming online as well as the construction of a portion of the Monroe Street Neighborhood Greenway, another critical city project," Ober said.

The project brings together LMC Construction, BC Group, Arris Studio Architect, DOWL and Tello Interiors. Guardian Management will be the property management company.
