Wilsonville's master-planned community movement expands with new offerings. This Business Tribune series explores master-planned subdivisions adding new housing in the Portland metro area.

Following in the footsteps of nearby Charbonneau and Villebois, Frog Pond is Wilsonville's newest master-planned community and initial development includes five subdivisions in different phases of planning that ultimately will provide 192 new homes.

What sets Frog Pond apart from its predecessors is that those homes are primarily detached, single-family houses. Designed for full buildout by 2035, the Frog Pond community ultimately will provide 1,900 new homes. Final plans were approved by the Wilsonville City Council in November 2015.

Planners designed Frog Pond as three walkable neighborhoods with a set of parks and trails connecting them, and integrated framework plans for land use and community design, transportation, parks and open space, and infrastructure such as water, stormwater and sewer systems.

Frog Pond West, the first phase, is adjacent to the Boeckman Creek Corridor and is designed for 610 homes, trails and two neighborhood parks. Pahlisch Homes, Stone Bridge Homes NW, Venture Properties Inc. and West Hills Land Development each have built homes on the site.

Future development includes Frog Pond East and Frog Pond South. The East neighborhood will offer a variety of housing choices that includes attached and cottage-style single family models on land for an estimated 682 to 846 homes. Frog Pond East will also feature a 3.5-acre commercial center for small-scale retail and a community gathering place; cultural and civic uses at the historic Frog Pond Grange; and a neighborhood park.

The South neighborhood has land for an estimated 476 detached homes, as well as a primary school and 10-acre community park scheduled for completion in 2024. Trails provide connection, accessibility

Darren Piper, a broker with Green Group Real Estate, said that many buyers are excited about the ample open spaces and trails, including a regional trail to Memorial Park some two miles away. Memorial Park has a half mile of Willamette River frontage with views from the trails. The park also features athletic fields, the city's only skate park, basketball courts, tennis courts, pickleball courts, a sand volleyball court, an off-leash dog area and the city's community garden.

Located within a strong school system, Frog Pond offers convenient access to shopping, restaurants, and other walkable and bikeable amenities. Improvements to Boeckman Road and Boeckman Bridge also will enhance the community's connections for pedestrians, bicyclists and drivers alike.

As a broker, Piper has high expectations for Stone Bridge Homes NW's upcoming phase of single-level homes, which should be completed within the next two to four months. "Wilsonville has a huge need for single levels. We have very few and they are very desirable to our aging clients."

Kelly Ritz, president of Stone Bridge Homes NW, said that some adjustments have been made to development plans for Frog Pond to accommodate middle housing, as mandated by the state Legislature. Overall, however, the new development affords the luxury of larger lots that can better accommodate single-level homes. Opportunity for larger lots

Ritz noted that, with the exception of Villebois, Wilsonville has not seen a lot of new development over the last 20 years. "There's a big draw for the suburbs and we continue to see a lot of demand for the suburbs, and Frog Pond West is one of the least dense expansion communities. I think that's attractive for people," she said.

Prices start in the $600,000s for about 2,000 square feet on two levels, with three bedrooms and 2.5 bathrooms. Four-bedroom homes range from 2,509 square feet to 2,815 square feet. Homes at the higher end of $1 million or more feature three to five bedrooms, three-plus bathrooms and sit on lots of about 7,500 to just over 9,500 square feet.

Ritz said that while smaller lots are a more efficient use of land, larger lots provide more options for living space. "We see a lot more multigenerational homes and we do multigenerational home plans that allow for the grandma or adult children to have a suite with their own laundry and a little bit of cooking and living space. You can't do everything on tiny lots."

In addition to detached two-level and single-level homes, Stone Bridge Homes NW will include attached townhomes on its lots during future phases of development.

"Frog Pond is a beautiful and very inventive community," Ritz said. "It's also on the (east) side of the highway, so it's nice to be within walking and bike riding distance for the primary amenities Wilsonville has to offer."
