Collaboration will result in sports complex, roads for Campanella Estates subdivision

At their January meeting, Estacada School Board members moved forward in collaborating with the city government to develop approximately 20 acres of vacant district property.

At the meeting held Wednesday, Jan. 10, board members approved an intergovernmental agreement with the city for the project.

The site north of Estacada High School will eventually be developed into sports fields for use by students, youth leagues and community groups.

Additionally, North Broadway Street and Northeast Hill Way will be extended across school district property near the area in order to connect to the future Campanella Estates subdivision.

"This will serve not only our students but the community at large," Estacada School District Superintendent Ryan Carpenter said during the meeting. "This is something the district and community has been talking about for a long time."

Per the agreement, the city of Estacada will provide the school district with $130,000 to offset the costs of constructing a restroom facility and concession stand for the area.

The school district will pay for clearing the property for the sports field complex, construction of the complex and costs pertaining to the restroom facility and concession stand that exceed the city's contribution.

A deed approved during the Jan. 10 meeting will transfer ownership or grant a permanent easement of just under four acres of school district property to the city for the extensions of North Broadway Street and Northeast Hill Way.

The city of Estacada's responsibilities will include extending North Broadway Street and Northeast Hill Way, installing sidewalks along the majority of Broadway Street, extending the city's water main to service the new sports complex area, provide two driveway approaches on Broadway Street to the school district's bus barn and installing storm water collection on the property.

School board members expressed excitement at moving forward in the process of developing the land.

"This is a conversation that's been happening for more than 20 years," said Ken Riedel, vice chair of the board.

In other news:

  • Carpenter read a proclamation from Gov. Kate Brown declaring January School Board Appreciation Month. During the meeting, school board members received complimentary Estacada School District gear, which Carpenter encouraged them to wear to school events.
  • The district is working on assembling a comprehensive sexual education plan for kindergarten through 12th grade. The program will feature age-appropriate information on topics such as domestic violence, sexual abuse prevention and sexual education, and group assembling the curriculum will consist of school community members and medical professionals. The plan will likely be presented to school board members in April for approval.
  • A GPS tracking system will soon be piloted for two school bus routes. Parents of students on these routes will be able to see where their child's bus is in real time via a smartphone app. "Parents will be able to see where the bus is and the estimated arrival time," Carpenter said.
  • Communications Coordinator Maggie Kelly announced that the school district's portal on Peachjar, an online communication system, will likely launch at the end of this month. Parents and guardians will be able to receive notification when a new activity is posted. "I don't think I'm overstating when I say it will revolutionize the way parents view events," Kelly said.
  • Board members approved the Estacada High School choir and band's trip to perform at Disneyland later this year. "It's a really cool deal," Carpenter said. "For some kids, not only is this their first time on an airplane and to Disneyland, but for some it's their first time out of Clackamas County."
  • Later this month, Carpenter will deliver a "State of the School District" speech to district employees. During this time, one teacher and one classified staff member will be honored for their service.
