Development in East Multnomah County may not be moving as vigorously as it is in Portland, but this summer and fall will see plenty of construction, expansion and new leasing activity, particularly in Gresham, Troutdale and Wood Village.

Here is a roundup of currently active projects and business activity, which The Outlook will follow and elaborate on as they progress:


Gresham Crossing: Initial excavation work for Phase 2 of the hulking retail and business complex at Northeast 223rd Avenue and Glisan Street that contains Walgreen’s pharmacy and CRUNCH fitness is underway. A city of Gresham spokesperson said Sherwin-Williams Paint Store is a confirmed tenant for one unit, while developer Seven Hills Properties is seeking a tenant for the second unit.


Troutdale Reynolds Industrial Park (TRIP): At last week’s East Metro Economic Alliance meeting, Troutdale Mayor Doug Daoust said the city and Port of Portland are in active negotiations to secure a business that would provide hundreds of new jobs to the industrial property adjacent to the FedEx Ground facility. Because of a confidentiality agreement with the company, Daoust was unable to reveal a name, but indicated an announcement could be coming soon.

“These would be new jobs, not those being transferred from anywhere else,” he said. The mayor also touted the Port of Portland Commission’s approval of a Troutdale Master Plan alternative that would accommodate five new industrial buildings across from the TRIP on the north side of the Troutdale Airport site.

Downtown: Calcagno Cellars winery is gradually taking shape in the former River Trails outfitters building at the corner of Southeast Kibling Street and Historic Columbia River Highway. The renovated building will become a boutique winery operated by the Calcagno family. More information will be forthcoming.

Daoust said this is more good news for the downtown business district, for which the first phase of a five-condominium/town home complex on Southeast Second Avenue by Bremik Construction will provide more residents and foot traffic.

“If they sell those, they plan to build another five,” he said, noting that a ground-floor brewpub is part of the company’s development plan.

“Downtown seems a lot busier now during the day,” Daoust added. “There are a lot more cars downtown than there used to be, even a year ago. I’m pleased with the level of development.”

Wood Village

GrovTec US Inc., a precision parts manufacturing company relocated in 2015 from Milwaukie to a facility on enterprise zone property at 23555 N.E. Halsey St. The company manufactures a wide array of component parts, primarily in the weapons industry, including slings, swivels and firearm accessories, as well as functioning as a precision machining contractor in industries such as sporting goods and medical. The company has close to 70 employees.

GrovTec joins two other enterprise zone projects in Wood Village. They include Pressure Safe, a food processing business at 233675 N.E. Halsey St., that provides high-pressure pasteurization and freeze-dried processes for niche products, and Brasher’s Portland Auto Auction at 3585 N.E. Sandy Blvd. Pressure Safe acquired property in 2013 and is using its enterprise zone tax abatement benefits to invest in “significant equipment and tenant improvements to the structure,” said Wood Village City Manager Bill Peterson, noting Brasher’s has “invested in upgraded automobile reconditioning and cleaning facilities and a new building.”
