U.S. District Judge William Orrick issued the temporary ruling in a lawsuit against the executive order targeting so-called sanctuary cities.

While the term has no legal status, Beaverton, Hillsboro and Portland have declared themselves to be "sanctuary cities." The district court ruling affects only those California cities, and not Oregon cities. However, if the White House challenges Judge Orrick's ruling, the case could find itself in the 9th Circuit Court; Oregon falls within the 9th Circuit.
