Hillsboro police investigating domestic violence-related murder
Police have arrested a Hillsboro man and charged him with second-degree murder after finding a 25-year-old woman dead in a residence Saturday, Aug. 28.
Officers with the Hillsboro Police Department were dispatched to a residence in the 1700 block of Northeast Darby Street on a call for CPR about 9:30 a.m. Saturday, police said in a statement Monday, Aug. 30.
They discovered the woman, Ruby Crystal Cisneros-Martinez, unresponsive inside, police said. She was declared dead at the scene.
Police say investigators were able to determine a suspect, Jose Luis Ruiz-Santiago, 29, was involved in Cisneros-Martinez's death.
Ruiz-Santiago was lodged at the Washington County Jail on a second-degree murder charge.
The case is being investigated by Hillsboro police and the Washington County Major Crimes Team as a domestic violence-related homicide.
No other details have been released at this time.
Court records show Ruiz-Santiago was convicted of charges in a separate incident earlier this year.
He was sentenced in March to probation and other court-stipulated terms after pleading guilty to first-degree arson, a felony, and recklessly endangering another person, court records show.
Ruiz-Santiago was set to be arraigned in Washington County Circuit Court on the murder charge Monday.
