What is a Scope of Appointment (SOA)?
The Centers for Medicare and Medicaid Services requires agents to document the scope of a marketing appointment prior to any individual sales meeting to ensure understanding of what will be discussed between the agent and the Medicare beneficiary (or their authorized representative). All information provided on this form is confidential and should be completed by each person with Medicare or his/her authorized representative.
Those words are on every SOA form, which is provided by Centers for Medicare and Medicaid Services, or CMS. Agents are required to present this form to a client before a Medicare-product-related conversation begins. Record retention requirements documenting what topics the clients gave permission to discuss (box/es initialed by client) must then be kept on file.
Medicare agent activities are highly regulated following strict rules on the phone, in person and or in any public and or private presentation and/or conversation. Required to have a state license, they must pass intensive federal and state guidelines and certifications each year. They hold a fiduciary obligation to their clients.
