Molalla City Council members will hold a public meeting explaining the city's Transportation Master Plan, inviting residents to discuss their feelings about the full plan, which is located on the city's website in the Sept. 26 packet.
The plan is designed as a support document to the city's Comprehensive Plan. It presents conclusions and recommendations relating to the city's transportation system. It also determines today's transportation system while presenting plans for future needs.
Its primary objectives include: a balanced and connected multi-mode transportation system; the ability to increase fitting and safe bicycle and pedestrian access to important destinations; it seeks to preserve and enhance state highways, county roads and city streets; to reduce emissions by reducing car miles traveled; complies with state policies, plans, standards and requirements; analyzes Molalla Forest Road compared to original plan designation; and provides a planning level of cost estimates.
The Planning Commission approved the plan on Sept. 5 and the commission recommended city council approval after ODOT comments. The final draft was submitted and approved by ODOT. That response was received on Sept. 18 from Jon Makler, Region 1 planning manager from ODOT.
In a letter to City Manager Dan Huff, Makler said the plan is suitable for adoption and implementation. His note said the plan offers, "clear footnotes regarding the relationship between the plan's project lists and section 0060 of the Transportation Planning Rule: makes clear that there is no 'financially constrained' element of the plan; and clearly documents the projects are identified as priorities for the purpose of pursing funding and clearly does not imply any availability of funding.
There will be a discussion and council vote after the presentation and public hearing to adopt the plan.
Council members also will vote on an ordinance amending Title 17 to reinsert language into the Development Code that had inadvertently been removed. Title 17 needs the language referencing marijuana and marijuana processing and sales back into the Development Code.
This ordinance will repeal Ordinance 2015-05 prohibiting marijuana facilities within the city, amending and incorporating it into the Land Use and Developer Code.
At the same time it insists medical marijuana producers, marijuana producers, processors and wholesales must be registered with the Oregon Health Authority or the Oregon Liquor Control Commission as applicable and comply with all applicable OHA and OLCC rules. These apply where the above marijuana processors, producers and wholesalers are allowed in industrial zones.
