Councilors to hold ordinance language review of Molalla Municipal Code to be changed

Molalla City Council members will discuss a resolution regarding a system development charges fee update as well as a proposed ordinance change to the Municipal Code Section regarding Council meetings and Work Study sessions.

But prior to the meeting, council members will meet to discuss the Arts and Culture Commission and the Winter Banner Project. Currently, the Molalla Chamber is working to fund the banner project.

The staff rewrite for the Municipal Code describing Council meetings notes that work sessions may be held prior to each meeting unless cancelled by the mayor for a good cause.

They also want to change final decisions at special meetings and work sessions stating the "Final decisions shall not be made at work sessions."

Finishing up the changes are that "Minutes of regular meetings, special Council meetings and work sessions will be taken as provided by the Oregon Public Records law. Otherwise the statements are unchanged."

As for the SDCs, the Council on April 24 of this year approved an update to the system development charge fees.

However, staff miscalculated the rate increase that is scheduled for Jan. 1, 2020. Staff recommends Council members adopt the new resolution, which corrects the error and applies the full 50 percent increase as originally intended.

The values for July 1, 2020 do not change.
