Molalla to hold public hearing on land annexation
Molalla's City Council will consider an ordinance annexing 15.52 acres of land at the corners of Highway 211 and Highway 213 and assigning general commercial city zoning to the annexed parcel during a public hearing at its Jan. 8 meeting.
The first City Council meeting of 2020 will consider the undeveloped property without a fiscal impact and future revenue generation. Currently, there is no new development planned.
The land is consistent with Molalla's Comprehensive plan. The site is located within Molalla's Urban Growth Boundary and designated general commercial in the Comprehensive Plan. The property surrounding the parcel's west and south are designated existing agricultural uses under Clackamas County's jurisdiction. General commercial zoning is east of the site as well as heavy industrial. The Molalla Market Center, which includes Safeway, is diagonally across from the parcel.
The site's annexation has been rumored for several months. The annexation is requested by 100 percent of the property owners, 100 percent of the electors and qualifies for annexation.
Council members will also appoint a budget officer for fiscal year for the 2020-21 city budget. Typically, at the beginning of the year, council members appoint a budget officer for the upcoming fiscal year beginning July 1. This year, as in past years, City Manager Dan Huff will be appointed as budget officer.
Additionally, council members will be asked to adopt the 2020-21 budget calendar. It offers a timeline for budget activities.
During January budget worksheets go to departments. In March department heads submit their final proposed budgets. On April 10 the budget officer receives finance final budget worksheets and on April 19-22 the city publishes notice of the first budget committee meeting that will include a shared revenue hearing and public comment posted on the website.
The first budget committee meeting will be held on April 29 at the Molalla Adult Center at 6.30 p.m. If needed additional budget committee meetings will be held on May 5-12. During that time the budget committee will approve and forward the fiscal 2020-21 budget to the City Council.
On June 3, the city will publish notice of the budget. There will be a budget hearing before the City Council and on July 15 the city will submit a tax certification document to the county assessor.
