Cities sign agreement

The city of Madras modified its agreement for management of the county's enterprise zone at the Feb. 25 Madras City Council meeting.

The zone, approved in July 2006, included Jefferson County, the city of Madras and the city of Metolius, and was designated the Jefferson County Enterprise Zone. In 2009, the city of Culver joined.

Last year, when Erickson Aero Tanker applied for the enterprise zone designation, the company was forced to seek approval from all three cities, which proved costly for the smaller communities, according to Jeremy Green, city attorney.

"Last year was a bit of a logistical nightmare," he said, noting that Janet Brown, Jefferson County manager for Economic Development for Central Oregon, "had to shuffle between sponsors. Metolius and Culver were not happy to have large legal fees."

The city unanimously approved an intergovernmental agreement that streamlines the application process and allows the co-sponsors to appoint a local zone manager.

The agreement can be terminated by written agreement, by any co-sponsor, or by termination of the zone, Green said.
