MAC board takes no action after executive session
No action was taken following an executive session of the Madras Aquatic Center Recreation District Board of Directors May 11, even though the district's notice allowed for a special meeting "for any final actions."
The board's executive session fell under the Oregon Revised Statutes 192.660, which allowed members "to consider information or records that are exempt by law from public inspection," and "to consider the dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member, or individual agent who does not request an open hearing."
The executive director of the MAC, Joe McHaney, was placed on paid administrative leave April 12, for an undisclosed reason. At the same time, the Kids Club also placed him on administrative leave. McHaney was also the director of the Kids Club, under a memorandum of understanding with the MAC.
The executive session began at 1:09 p.m., and adjourned at 2:26 p.m. Afterward, Jinnell Lewis, chairman of the MAC board, said the district is completing a review of the situation.
"At this time, it remains an internal matter," she said. "We cannot provide any further comments at this time."
McHaney started work as the MAC's director on April 17, 2014, after nearly two years as the director of the Kids Club. Later in 2014, the two organizations worked together on a memorandum of understanding that allowed McHaney to return to his role overseeing Kids Club.
For the current fiscal year, which runs from July 1, 2017 to June 30, 2018, McHaney's salary was $62,000 for the MAC, plus a portion of the Kids Club administrative fees, which totaled $27,250.
Under the upcoming budget, which begins July 1, the salary would be a combined total of $88,000 for the two positions.
Lewis said earlier that the board, recreation director Gregg Markwardt, and aquatics director Tim Nelson were working together to keep the district running smoothly.
In McHaney's absence, Caren Pilkington, operations director for the Kids Club, is handling day-to-day operations at the Kids Club.
