The Creations Northwest project could have up to five commercial and industrial tenants

Developer Creations Northwest has submitted plans to the City of Madras to build an industrial building north of town in the Jefferson Park Business Center Plat.

If all goes as planned, crews will break ground in November on the 7,900-square-foot metal shell building.

"There's not a lot of space like this available, so we think there's a need for it, and it's a high-end commercial-type presence," said Hans Thygeson of Creations Northwest. "You could put offices. You could put some type of retail business flex space."

He said they will construct the building and then do tenant improvements depending on the tenants' needs.

City of Madras Associate Planner Jeff Broderick said the developer applied for both a site plan review and a development application. The City of Madras Community Development Department is currently reviewing these applications and checking to make sure the proposal meets city development code.

Creations Northwest anticipates having the building available to tenants in the spring of 2022.

Lenity Architecture designed the single-story Madras Business Park Building that will be located off Northwest St. Andrews Drive off of Cherry Lane. The lot is near New Basin Distilling Company, a new storage facility and Oregon Embroidery along the west side of Highway 26.

The building has potential for 1,500 square feet to 7,900 square feet of tenant space. With roll up doors, the building could accommodate one to five commercial/industrial tenants. Allowed businesses include electronics firm offices, high-tech industry, textile mill products, sporting goods equipment, printing, communication installation company, secondary processing, florists, metal or material fabrication, and small retailers. Each space will have utility stub outs for restrooms. The site will have a well-lit, large parking area with enough room for truck deliveries and a large trash enclosure with compactor.

"It fills a need for high-end commercial space," Thygeson said.

He is working with local leasing agent Rick Allen to secure tenants.

Thygeson founded Creations Northwest, the construction arm of HT Investment Properties and Affiliates, in 1998. The Milwaukie-based development firm specializes in multi-family, care facilities and self storage.

The Madras Business Park Building is not Creations Northwest's first project in Madras. Thygeson is also developing The Heights at Yarrow, which consists of the multi-family Yarrow Apartments, the Rockcrest Townhomes and the Cottages at Yarrow. He's also in the process of developing Juniper Crossing, which will include RV rental sites, cabins, yurts and a cottage community between Love's Travel Stop and the Culver Highway in southwest Madras.

Broderick, the associate city planner, noted that it has been well reported in the last decade that Central Oregon does not have sufficient industrial space.

"On many occasions, the city has worked with businesses looking for this type of space, and this project will help meet that need," Broderick said. "Once built, this development will be attractive to new businesses looking to locate in Central Oregon or allow existing businesses to expand their operations."
