Tuesday, Oct. 5, at about 3 p.m. Madras Police report an 8-year-old boy was riding a non-motorized kick scooter near the road and crashed onto Strawberry Lane in the lane of traffic. At the same time, a car going south on 'J' Street turned left onto Strawberry Lane and struck the child. The police report says the car ran over the boy and dragged him approximately 20 feet. Witnesses ran to the aid of the child and partially lifted the front of the car so he could be removed from underneath. The child received injuries from being struck, dragged, and burned by the heat of the car. The driver of the car, Irma Quiroz, 24, is cooperating with police. Witnesses say Quiroz was driving at a low speed. Police cited Quiroz for not having an operator's license. The boy was transported to St. Charles Madras and later flown to St. Charles Bend for treatment. The Jefferson County Sheriff's Office, Jefferson County EMS and Jefferson County Fire also responded to the scene of the accident.
