The man agents say was at the center of what law enforcement calls the largest drug bust in the history of Jefferson County pleaded not guilty Monday, Sept. 12, to two marijuana felonies.

Bob Dale, 65, of Culver, pleaded not guilty to unlawful manufacture of marijuana and unlawful possession of marijuana, both Class C felonies. At the request of Dale's attorney, Judge Daina Vitolins also reduced Dale's bail from $60,000 to $30,000, allowing Dale a $3,000 refund on the bond he paid. On June 14, law officers from around Central Oregon raided six properties in Jefferson County. Dale owned or co-owned four of the six properties in the raid. Investigators described the operation as a cartel involving Chinese nationals and human trafficking. Agents say they collected processed marijuana and marijuana plants that together had a street value of $25 million. Five others arrested in the raid also entered not guilty pleas in court Monday: Dong Hai Zhu, 51, of Beaverton; Sky Hong He Su, 39, of Portland; Wemjian Yan, 36, of Brooklyn, New York; and Sam Chen, 45, of Madras.
