Yamhill County Board of Property Tax Appeals has three openings, seeks applicants

McMINNVILLE — The Yamhill County Clerk's office is recruiting additional members for the county's Board of Property Tax Appeals (BoPTA), which hears taxpayer appeals for property value reductions.  

Specifically, these are appeals for the reduction of the real market or assessed value of real and personal property.  

Resumes and application packets are due to the clerk's office, located at 414 N.E. Evans St., no later than 5 p.m. Sept. 15.

The board is in need of three new members, but is also seeking three additional alternate members to help with turnover and ease transitions, according to County Clerk Brian Van Bergen.  

The board is seeking candidates who have a working knowledge of the local real estate market (preferably both residential and commercial); a willingness to participate in public hearings and the ability to quickly review documentation while listening to the public and make reasonable decisions with the affected parties in attendance; mediation skills, building or developing experience, real estate appraisal experience, a financing or title/escrow related background, or a background in another property-related field.

The current board includes a builder, a real estate agent, a retired real estate agent and an attorney with property experience.

All BoPTA members, both regular and alternates, are appointed by the Yamhill County Board of Commissioners and must be residents of the county who are not employees or members of a governing body of the county or of any taxing district within the county.

According to Van Bergen, the ideal situation would be to have a full three-member board and three trained members to serve as alternates.  

The Oregon Department of Revenue provides mandatory training sessions that are held prior to the hearings process

The term begins Oct. 15 and ends June 2018 and BoPTA members receive a per diem rate of $45 per day.  

The BoPTA team meets approximately three to four different days for roughly seven hours each day during the period that appeals are heard from February through April 15.

The appointment process will be completed by Sept. 30 and the Board of Commissioners will likely approve all board members before Oct. 15.
