October 16, 1936 - November 14, 2017 F. David Shipley was born on October 16, 1936 and left this world on November 14, 2017 after succumbing to complications of bile duct cancer.

David was born in a suburb of St. Louis, Missouri, the youngest of nine children of Samuel Ewing Shipley and Alberta Elizabeth Campbell. His father abandoned the family when Dave was nine months old. Working two jobs, his mother managed to keep the family together with help from the older children and the broader community. After serving in World War II, Dave's eldest brother Ewing relocated the family to Kirkland, Washington. The family later moved to San Francisco, where Dave attended Lincoln High School and lived on Haight Ashbury, but didn't join the hippies. After two years of college, Dave went to work to help support the family. Having achieved a high rank in ROTC, Dave went on to serve in the Navy Reserve for eight years, where he was the electronics specialist on an S2FGrumman, searching for Soviet submarines during the Cold War. An avid outdoorsman, Dave enjoyed spelunking in abandoned gold mines, geology, hunting, and fishing. He volunteered as a Game Warden for the State of California Fish and Game.

Finding success in the insurance industry, Dave quickly rose to branch manager and was assigned to open a new office in Portland, OR for Glens Falls Insurance Co. His beloved City of Roses was home for him. Dave and Elizabeth Powers-Potts met, married and went on to raise three children, Andy, Brian, and Karen Elizabeth. Dave raised his children as the custodial parent, sharing his love of the outdoors through family camping and fishing trips to every corner of Oregon. Dave served in the South Riverside Kiwanian for fourteen years, working on many rewarding projects including OMSI and the Boys Home. In 1988, he and three colleagues co-founded a/e ProNet, a national professional liability insurance network. He served as the treasurer for twenty years and was named Member Emeritus.

In 1994, he married Connie Heineman Stariha. They were a team, with him the innovator and Connie the implementer. Dave opened his own firm, Shipley and Associates, in 1996 specializing in professional liability insurance for architects and engineers. In 1998 he joined the Royal Rosarians. He and Connie enjoyed heading many event committees and traveling with the group over the years. He was especially proud of his three years as President of the Royal Rosarian Foundation. He and Connie enjoyed remodeling their home and taking many trips together, often to Lincoln City with their trailer.

David never missed a home PSU Viking football game, attending first with his son, then Connie, son and grandson. He was a long-time benefactor and strong supporter of the Portland State Athletic Department.

David is survived by his wife, Connie; daughter, K. Elizabeth Shipley (Maura Bairley); sisters, Dorothy Parker, Marian Jepsen and Ida Raby (Bruce); brother, Ewing Shipley (Laura); and many beloved nieces, nephews, grandchildren, and great-grandchildren. His sons, Andy and Brian preceded him in death, along with two brothers and three sisters.
