She was born in Portland on August 12, 1950 and grew up in Portland and Canby with her parents Bernard (Bernie) and Ora Baggenstos; her twin Cathy; brothers Tom, Toby, and Peter; and sisters Janiene, Joan, Theresa, and Lisa. She attended St Clare Catholic Grade School through 8th grade, one year at Wilson High School, and completed high school at Canby Union in 1969. She attended Portland Community College and Oregon State University before marriage.

She married her soulmate, Robert (Bob) Cullison on June 10, 1972. Bob and Cec had just celebrated their 47th anniversary. They had one child, Troy. Cec and Troy accompanied Bob in his Air Force travels starting in Japan then on to Sacramento, Calif.; Klamath Falls, Ore.; then Germany; and finally the Pentagon in Washington D.C. Cec held military civilian and federal jobs in Germany and Washington D.C. during these assignments. Once Bob retired from the Air Force they moved back to Canby where Cec continued her federal work service in Portland as the Executive Assistant to the Oregon State Conservationist for Natural Resources Conservation Service. She retired from NRCS in 2012 after 32 years of service. They bought a 5-acre farm south of Canby in 1998 when they moved back to Canby. They raised 2.5 acres of wine grapes for their neighbors at St Josef Winery. They enjoyed growing garlic and vegetables in a large garden and making salsa and garlic powder.

Cec fought the good fight against her pancreatic cancer and took up coloring to take her mind off the chemo and pain during her 10-month battle. Cec enjoyed sewing, cooking, canning, skiing, snowmobiling, and making sure everyone was taken care of during her famous organized or impromptu parties and gatherings. She never met a stranger and was loved by all.

Cec is survived by her husband, Bob; son, Troy; and many nieces and nephews. She was preceded in death by her parents; her twin sister, Cathy; and two brothers, Tom and Toby.

A Funeral Mass will be at St Cyril Catholic Church at 1:30 PM on August 2, 2019. Please join us in some light refreshments located at 9210 SW 5th St., Wilsonville, OR 97070. A Celebration of Life potluck will be held at St Josef's Winery at noon on August 3, 2019 located at 28836 S Barlow Rd., Canby, OR 97013.
