Investigators have located a witness who filmed the fire with his phone camera.

Officers investigating the fire that destroyed a condominium complex and nearby homes in the Villebois community March 31 have concluded the fire was ignited under "incendiary" circumstances, according to a Clackamas County Sheriff's Office press release.

According to the National Wildlife Coordinating Group, that means that the fire was "deliberately ignited under circumstances in which the person knows that the fire should not be ignited" but doesn't necessarily meet the legal definition of arson.

Investigators hadn't determined if the fire was caused by arson, meaning it was intentionally, recklessly or maliciously set.
