Jesse Townsend has a valid concealed handgun license, but Portland police claim he was displaying a gun.

MCSO PHOTO - Jesse TownsendPolice patrolling Portland's Entertainment District have arrested a man after he was allegedly seen displaying a gun.

Authorities say the incident began around 1:53 a.m. on Saturday, Sept. 28, after two police sergeants on foot patrol near Northwest 3rd Avenue and Couch Street were approached by a private security guard.

The guard said he saw a man pull out a semi-automatic handgun, "rack the slide," and put it back in his pocket.

Police "confronted" the suspect — later identified as 23-year-old Beaverton resident Jesse J. Townsend — and say they found a loaded handgun in his pocket and a second loaded handgun worn around his neck in a satchel.

"No one was injured and no one reported to officers that the suspect ever pointed a gun at anyone," according to a news release.

Both guns were seized as evidence. Police say Townsend holds a valid concealed carry license.

Townsend was booked on a charge of second-degree disorderly conduct. He was released from the downtown jail a few hours later.
