At its July information session with public comment, the commissioners voted to approach the City of Portland's charter review in two phases. Commissioners decided begin phase one immediately with just two subcommittees: one on the city's form of government and the other on city council elections. In early 2022, the Commission will move onto phase two, including additional committees on topics to be determined.

During Thursday's operation meeting, the commission will:

• Vote on co-chairs for full Commission for September-December rotation

• Vote to approve City Council Elections Committee & Form of Government Committee membership

• Vote on Community Engagement charter

• Vote on Community Engagement Committee membership

The commission will also update and review community engagement planning, individual engagement tracking system, and subcommittee engagement of non-commissioners.
