by: KOIN NEWS 6 - A broken water main at Southeast 20th and Powell added to the city's storm problems.The city of Portland issued an emergency alert for residents to stay home as overnight freezing rain compounded the transportation problems. Many roads are impassible and transit service is reduced and unreliable.

The city has officially shut several roads, including Northeast Marine Drive and the Sam Jackson Parkway to Oregon Health and Science University. Many other streets are too slippery to drive, especially in the upper elevations.

Only a few MAX trains were moving early Sunday morning, and none was on a fixed scheduled. No trains were running on the downtown Transit Mall. There was no estimate when full service would resume.

All TriMet buses were on chains and running slow. Sunday services levels are only half of those on weekdays, so riders are urged to bundle up and expect delays.

TriMet’s LIFT service, operated by our contractor First Transit, will be providing emergency transportation for patients trying to get home from Providence Milwaukie, Providence St. Vincent’s and Providence Portland hospitals. City and Multnomah County leaders asked for help because patients who were ready to be discharged were unable to get rides home and the hospitals needed room to be able to keep accepting new patients.

Portland water Bureau crews responded to a broken water main at Southeast 20th Avenue and Powell Boulevard early Sunday. A 20-inch diameter cast iron pipe, installed in 1931 ruptured and sent water pouring down both streets. Water was cut off and residents should expect some discoloration when it is restored. The break was only one of hundreds of calls made by water crews to frozen pipes and meters.

All Portland Parks & Recreation community centers remain closed.

Temperatures are predicted to gradually increase in coming hours and days, but travel conditions are expected to remain dangerous into the coming week.
