Contract mediation between Portland Public Schools and the Portland Association of Teacher have been scheduled for noon on Monday.

Talks were rescheduled from Sunday to Monday morning. But they were delayed a few hours because of the storm.

The district and the union representing its teachers has been negotiating a new contract for nine months without coming to agreement. The district has declared an impasse and requested state mediation, as allowed under Oregon collective bargaining laws.

Teachers voted overwhelmingly to strike on Feb. 20 if agreement is not reached. The union must give 10 days notice before a strike can take place. The district says it intended to keep school open with substitute teachers.

If teachers strike, it will be the first time in the district's history.
