Samuel E. Rice, 30, was killed on Wednesday, Oct. 10 at the Del Rancho Motel, 7622 S.E. 82nd Ave., after a "disturbance" was reported.

Officers attempted to contact Rice, who apparently "threatened the life" of the woman he was holding captive.

The authorities say Officer Kelly VanBlokland fired his gun during a "lawful act in the defense of a third person."

After two days of testimony and deliberation, a Multnomah Grand Jury agreed. A "not true bill" decision was published on Nov. 30, which said no wrong-doing occurred by police.

The Multnomah County District Attorney's Office declined to comment further.
