Man arrested after East Portland standoff
UPDATE: Portland Police Bureau reports that a man has been arrested following a stand-off on Monday, July 1.
Edgar Orlando Gutierrez, 33, has been arrested on four counts of menacing, felone in possession of a firearm and unlawful use of a weapon.
Gutierrez remains in the downtown jail at this time. He has two felony convictions on his record, according to court docs.

A man who was reportedly armed and considering thoughts of self harm has surrendered to police in East Portland, authorities say.
East Precinct officers responded to a domestic violence call in the 14100 block of Southeast Bush Street around 12:15 a.m. on Monday, July 1, according to a news release.
"Initial information indicated the involved male was armed with a firearm, was suicidal, and there were multiple children and a female in the home," officers said.
Police hailed the man with a loudspeaker, causing the woman to flee from the house. The man and the children remained inside, triggering activation of the local SERT team.
Three children exited the house later, but the man stayed inside. Police announced that he had surrended himself at 4:24 a.m.
Police say there is no risk to the community. No one was injured during the incident.
