Threat forced everyone out of City Hall and closed nearby streets Monday morning.

The city's Explosive Disposal Unit checked the package and determined it wasn't an explosive device or a threat.

Central Precinct officers were called at about 9:30 a.m. July 15, after the package was found. As a precaution, police ordered City Hall evacuated and asked people in nearby buildings to stay inside. Streets around City Hall are also closed. Terry Schrunk Plaza across Fourth Avenue from City Hall also was closed.

"At this time it's an evolving situation and we find that it's best to take it slow and cautious as we continue to evaluate," said Lt. Tina Jones, Portland Police Bureau spokeswoman.
