Dorothy Rafeh charged with manslaughter, DUII in death of motorcyclist Karl Moeller, police say.

Dorothy Elizabeth Rafeh, 36, faces charges of second-degree manslaughter, DUII, reckless driving, felony hit-and-run and misdemeanor driving while suspended.

Rafeh, who runs a smoke shop in Northeast Portland, was featured in a local TV news report this year after someone stole her grandmother's ring.

Police say the incident occurred around 11:05 p.m. on Friday, Aug. 16, near Northeast 122nd Avenue and Stanton Street.

Authorities arrived and found a bystander performing CPR on motorcyclist Karl Allen Moeller, 56, who died at the scene. Rafeh apparently left the scene in her 2019 Toyota 4Runner SUV, according to police, but eventually returned to the crash site in "a separate vehicle."

The SUV was located nearby and seized. Police say the SUV was traveling southbound on 122nd when it attempted to turn east onto Stanton, puting the car in the path of the northbound 1999 Suzuki motorcycle.

An "officer established probable cause that Rafeh was driving impaired and arrested her," police said.

Rafeh has been released on bail of $27,750. She has five misdemeanor convictions on her record, and was on supervised release for DUII in Clackamas County at the time of her arrest, according to court docs.

According to Willamette Week, although police report it as the 36th fatal crash of the year, the Portland Bureau of Transportation considers it the 34th.

"Two incidents earlier this year — one a suicide, one an accident on a boat ramp — meet the PPB's criteria for traffic fatalities, but fail to meet PBOT's," the paper said.

Either way, Portland is now on track to substantially surpass last year's count of 34 fatal crashes.
