Mayor Ted Wheeler will face activist Sarah Iannarone in a runoff election this fall.
Wheeler has just under 50% in returns for Portland from Multnomah, Washington and Clackamas counties. Iannarone has around 24%.
If no candidate receives over half the votes in City Council races, the top two candidates face each other in a runoff election. The mayoral race would be decided at the November general election.
No candidate was close to 50% in two of the other council races.
In the Position 2 race, the newest results show former Multnomah County Commissioner Loretta Smith will face off against school activist Dan Ryan. Smith has 19% and Ryan has 17%.
The special election to fill the unexpired term of the late Commissioner Nick Fish would be held on Aug. 11.
In the position 4 race, incumbent Chloe Eudaly will go head-to-head with former professor and activist Mingus Mapp. Eudaly has 31% and Mapps has 29%. Former Mayor Sam Adams, with 28%, has conceded.
The runoff will be held at the November general election.
The only race settled by the early results was for Position 1, where Latino Network Executive Director Carmen Rubio received 67% of the vote.
