FILE - Protesters recovered a shell casing during a protest on Aug. 15. Local authorities have arrested a man accused of firing a gun during a downtown Portland protest.

Skylor Noel Jernigan, 27, of Milwaukie, was arrested Wednesday morning, Aug. 19, by the Portland Police Bureau and Clackamas County Sheriff's deputies in his Milwaukie home, according to a news release.

VIA MCSO - Skylor Noel JerniganHe was booked into the Multnomah County downtown jail on two counts of unlawful use of a weapon, reckless endangering, and firing a gun within city limits.

Jernigan attended a small protest with several well-known conservatives, including activist Haley Adams, around noon on Aug. 15, spurring an equally small group of black-clad counter-protesters, according to videos of the incident.

Several people in Jernigan's party began using pepper spray and shooting paintball guns at the left-wing band, who pushed the right-wingers back toward their car inside a parking garage. Protesters reported hearing the gunfire, and later finding a shell casing, as the car left the scene.

Police say they served a search warrant and found the gun allegedly used in the shooting.

He has no previous criminal record in Oregon other than traffic tickets, per court docs.

"I am pleased to hear about the apprehension of this suspect and recovery of a firearm. I want to thank our PPB investigators and partners with the Clackamas County Sheriff's Office for their diligent efforts on this case," said Portland Police Chief Chuck Lovell. "Tensions are running high in our city, and it is important for everyone to know PPB members are doing everything possible to prevent violence and criminal acts and investigate incidents that have already occurred."
