The man allegedly grabbed a woman inside her car parked on Southwest Sequoia Parkway Thursday night.

POLICE PHOTO - Achitoi HalluckyTigard police arrested a 25-year-old man who they believe attacked a woman in a parking lot at a local business complex Thursday evening.

Police reported that the woman walked to her car in the 5300 block of Southwest Sequoia Parkway just after 7 p.m., unlocked the vehicle and got inside. Once the door was closed, the victim said a man grabbed her from behind, restricting her airway by using his hand to cover her nose and mouth, according to a news release.

The woman tried to escape but couldn't. A second attempt proved successful and she flagged down a passing motorist who called 911.

Responding officers soon found a man matching the description provided by the victim and arrested Achitoi Hallucky. Hallucky, who police said was carrying the victim's stolen cell phone, was charged with second-degree kidnapping, third-degree robbery and strangulation. He was lodged at Washington County Jail.
